Why it matters
Google's rejection email does not tell you what is wrong. It says your site does not comply with the program policies and links to a general policy page. That is the entire problem this exists to solve, you cannot fix what you have not been told.
Approval is not an editorial-excellence bar. AdSense approves large numbers of ordinary, mediocre, template-based sites every day, provided the content is original, the policies are not violated, the essential pages exist and the site is genuinely working. Most people who get rejected assume their writing was not good enough, when the real cause was a missing privacy policy or a site that reads as under construction.
Running every check at once matters because the decision is holistic. A site can pass every technical check and still be rejected for thin content; another can have mediocre technical scores and sail through. The composite score plus the AI reviewer's verdict is a much closer model of the real decision than any single category.
How to fix it
01Clear the disqualifiers first
Prohibited content, age-restricted material and missing privacy compliance are not negotiable and not weighted against your other scores. If any of these fail, nothing else you do matters until they are resolved.
02Add the essential pages
About, Contact and Privacy. Writing the three pages a reviewer looks for is half an hour of work and it is the single most common fixable rejection cause. A reviewer needs to know who runs the site and how to reach them.
03Deal with thin and duplicate content together
Thin pages and near-duplicate pages almost always appear together and share one fix: consolidate the pages that overlap into fewer, more substantial ones and redirect the rest. This improves the thin-page ratio, the duplicate flags and the page-count signal at the same time.
04Re-scan before you reapply
Reapplying with the same problems produces the same result and adds delay. Run the scan again once you have worked the list, and check that the specific blockers named in the report have actually cleared.
What the review is actually deciding
The application does not grade your writing. It answers a narrower question: is there a real site here, run by an identifiable party, made of content that belongs to them, useful enough that showing ads on it is not an insult to the reader, and free of the categories advertisers refuse to appear beside. A plain site that answers all of that is approved. A beautiful site that leaves any of it ambiguous is not.
The labels Google returns are deliberately broad, which is why they feel useless. Low value content covers thin pages, pages duplicated across your own site, and pages assembled out of other people's material. Site does not comply with AdSense program policies covers the entire policy suite, from prohibited categories to missing disclosures. Under construction is returned for placeholder text, empty categories, menus that lead nowhere and templates still carrying their demo copy.
The categories are not weighted equally. A policy failure is a straight no with nothing to trade against it, while content is judged on balance across the whole site, which is why the score here is renormalised over what actually ran instead of being averaged flat. Fixing one prohibited-content flag moves you further than adding ten articles.
Reapplying without losing another fortnight
There is no limit on how many times you can apply and no penalty for a previous rejection beyond the wait. What there is no point in is reapplying unchanged. The same site produces the same decision, and every round costs days at best, so the only thing a fast resubmission buys you is a faster no.
Work the list in order of cost. The About, Contact and Privacy pages are an afternoon and clear the most common single cause. Consolidating thin and overlapping pages is a weekend and moves the two signals reviewers weigh most. Publishing genuinely more content is the slow one, and it is wasted effort while the cheap failures are still open.
Then check that the site is reachable at all. Applications fail for reasons that have nothing to do with content: a robots.txt rule left over from staging, an expired certificate, a redirect loop, an ad snippet removed from the template during a redesign. The technical checks cover that ground, and they are the cheapest ones to re-run before you press apply. The ads.txt file is the one thing on that list you can safely leave until afterwards, since it needs a publisher ID you do not have yet.

Is this an official Google tool?
No. TMOD is independent and has no affiliation with Google. It models the AdSense review against the published program policies and the patterns behind real rejections. It cannot guarantee approval, and nothing here is a decision by Google, only Google decides that.
How accurate is the verdict?
It is a prediction, not a decision. The technical and policy checks are deterministic measurements and are accurate about what they measure. The holistic verdict is an AI judgement calibrated to AdSense's real, fairly lenient bar rather than an editorial standard. Treat a 'likely rejected' as a strong signal to fix the named blockers, and a 'likely approved' as encouraging rather than certain.
How long does a scan take?
Usually one to three minutes. Most of that is crawling your site and the AI reviewer pass; the 45 engines themselves run in parallel and are fast. Larger sites take longer because more pages are fetched, and the report tells you how many pages were actually crawled.
Will scanning my site affect it in any way?
No. The scan only reads publicly available pages, the same way any search engine crawler does. It does not log in, submit forms, or change anything. It respects a reasonable request rate, and it never scans private, internal or loopback addresses.
